The Holiday Retail Outlook does not seem to reflect those views. As a matter of fact, it looks slightly worse.

The earnings numbers for this quarter show revenue contraction in a large number of cases. The retail outlook can give a hint of things to come over the next several months.
The downward economic spiral may have slowed, or things may have bottomed, but the situation has not improved year over year. The economy is still hurting.
